- Invest and hold reserves
- Select their own benefit design
- Complete local autonomy
3. The National Health Care Purchasing Coalition’s Responsibilities:
- Negotiate ASO fees
- Create a National Contract with Participating Agreement for Local Funds
- Select vendors
- Network Provider
- Claims Administrator
- Medical & Disease Management
- Stop-Loss Insurance
- Develop recommended benefit plans
