Unique Organizing Challenges Cited

Citing the unique organizing obstacles faced by BAC Locals
in Canada, in December 2002 the IU Executive Board voted
to modify the dues structure for Canadian Locals. Locals
that apply and that are deemed eligible can take advantage
of the modified structure.
In discussing the Board’s decision at the January
Canadian Congress meeting, President Flynn explained, “This
action has been taken in accordance with the IU Constitution,
which allows the Executive Board to adjust dues for organizing
purposes, which is the basis for the decision. We do not
have the authority to modify dues structures permanently,
which can only be enacted by the IU Convention.” Flynn
added that the modified dues rate is expected to be in effect
until the 2005 Convention.
Expanded resources for Local organizing activities will
allow Locals greater flexibility to help attract or retain
members. Flynn also cited the continuing struggle to preserve
members’ rights in Ontario, which, he said, “has
made it clear we must do all we can to reinforce our legitimate
claim on BAC’s jurisdiction not only in Ontario, but
in every province — which includes aggressive organizing.”
