Restore Project Labor Agreements (PLAs)

On February 17, President Bush signed an executive order that bans the right of unions and contractors to enter into project labor agreements (PLAs) on projects that receive federal funds.

Help “push back” and restore the rights of labor and management to enter into voluntary project labor agreements on federal projects. Write or call your member of Congress at 1-877-611-0063, and tell them you support the Miller-King bill, H.R. 1360, to reinstate the right to enter into PLAs—because taxpayers benefit when construction costs are controlled in advance, and work is completed on schedule. Here are additional PLA selling points:

›  A PLA is a comprehensive, pre-hire collective bargaining agreement that establishes labor’s terms and conditions—eliminating surprises.
›  A typical PLA includes no-strike, no lock-out provisions.
Contrary to public opinion, PLAs do NOT restrict bidding to union contractors. A PLA is available to any contractor who will accept its terms.
PLAs do NOT exclude non-union labor.
PLAs have a proven track record when it comes to controlling costs, and have been used successfully for 60 years on projects such as the Grand Coulee Dam, Cape Kennedy Space Center, O’Hare Airport, and Los Angeles’ LRT.
In 1993, the Supreme Court ruled in favor of public sector PLAs, stating that public and private owners can decide for themselves whether or not to use PLAs.
