Increased Access for Hunters and Anglers
As reported in a previous issue of the Journal, the Open Fields bill, now before Congress, would increase public access to 20 million additional acres of private lands. At present, the bill has 20 Senate sponsors and 18 in the House, due in large part to the emails and telephone calls from hunters and anglers. This is good news and a good start for Open Fields.

While the twists and turns of the legislative process can be likened to those of a ruffed grouse flushing through heavy cover, or a well-hooked bass swimming through a stump-filled lake, most bills follow a similar succession of steps on their way to becoming law. These steps include:
- Introducing the bill and referring the bill to Committee;
- Finding co-sponsors for the bill in the Senate and House;
- Committee hearings on the bill and “marking-up” the bill for a vote; and
- Voting on the bill, and, if passed, having the President sign it into law.
Enacting effective legislation takes commitment, attention to detail, diligence, and lots of hard work.
